Pursuit of Excellence is the Bhavan's philosophy, and in that context, the Bhavan established a separate unit called the "Shikshan Bharati", in the year 1993.

Status Of Administrative Set Up In Bhavan's Schools
The Shikshan Bharati circulated a Questionnaire with the objective to assess the administrative set up in the schools run by the Bhavan. The question framed were based on the following parameters as stated in the Affiliation Bye-laws of CBSE and in the Education Code as laid down by the Shikshan Bharati.
(i) Governing Body/Council
It is an apex body of the each school comprising of Chairman, Vice-Chairman, a couple of educationists having a longstanding in the field of education, couple of members as nominated by the Kendra and Principal of the school acting as Ex-officio Secretary of the Body. It frames and formulates basic policies pertaining to the growth and development of the school.
(ii) School Management Committee
It is a recommendatory body, the composition of which is as laid down by CBSE in its Affiliation Bye-laws.
(iii) Local Administrative Committee
It is a smaller body of locally available office bearers and the Principal to deal with the day to day problems need which immediate attention.
(iv) Purchase Committee
In order to lend transparency to financial transactions in purchases, the Purchase Committee comprising of Principal of the school, a couple of Senior teachers, preferably HODS, Accountant/Registrar and one of the Office Bearers of Kendra is required a process each Purchase transaction right from invition of quotations to award of quotations.
(v) Annual Budget
The annual budget is not merely the estimates of income and expenditure under different heads. It should clearly reflect the growth and development of the school. The allocations of funds under different heads would indicate the opportunities and exposure available to the students and the teachers for the curricular and co-curricular pursuits, creative activities, utilization of modern educational technologies in teaching and learning process.
(vi) Selection Committee
It is very necessary to recruit the teaching and non-teaching staff through the selection procedure for which the CBSE has laid down constitution of Selection Committees for the different categories of staff. The internal promotions if any should be also routed through the Selection Committee.
(vii) Admission Committee
The School authorities should constitute Admission Committee for complete transparency in the whole process.
(viii) Service Book
It is a complete record of the employee right from the day of his appointment to the day he retires. It includes the cadre the scale in which he has been placed, his period of probation, subsequent date of confirmation, promotion, deputation leave record etc. etc.
(ix) Service Rules
Each school should frame Service Rules for its employees, teaching and non-teaching, based on the model rules as given in the Education Code. These should be adopted by the Governing Body of the School and notified to the staff on approval from the Head Office. The Service Rules framed by the Institution should not contravene the rules of the State Government.
(x) Trained and Qualified Teachers
The affiliation Bye-Laws of the Central Board of Secondary Education has prescribed academic and professional qualifications for each cadre of teaching staff for recruitment.
The Shikshan Bharati calculated percentage of schools which positively responded to the question under each parameter leading to the following observations :
*It is heartening to note that in 94.5% of the schools, the financial management is well balanced and co-ordinated through allocation of funds under estimated income and expenditure heads.
*83.2% of the schools follow the Selection procedure for new recruitment and internal promotion of teaching and non-teaching staff for which Selection Committees as laid down by the CBSE in its Bye-Laws are constituted.
*81.8% of schools have on their pay roll trained and qualified teachers, Service books of the employees and School Management Committee as per the CBSE Affiliation Bye-Laws.
*The policies of growth and development of 83.2% of the Schools are framed by the Governing Body.
